Public Sector – Community Based Disaster Resilience Expert – Pakistan

Detailed Description
McKinsey is looking for disaster resilience experts for an anticipated programme on Building Disaster Resilience in Pakistan. The broad objective of the programme is to prepare communities and households in up to 9000 villages to be better prepared for emergencies. This will be done through introducing practical community based disaster risk management measures in the most at-risk districts of Pakistan. The programme is also designed to host a Fund that will support disaster preparedness interventions in the communities. The programme is anticipated to run for five years. 
Role description:
The experts will join a team responsible for the design and delivery of the programme and will provide technical guidance on particular areas of the programme based on their expertise. These areas may include disaster resilience in communities, emergency response, disaster resilience finance, governance, public-private partnerships, delivery, and monitoring and evaluation. The experts will report directly to the Team Leader. The positions are based in Pakistan.  
  • Guide specific areas of the programme based on expertise (e.g., governance, community institutions, emergency response, etc.)
  • Design and develop training modules or interventions related to those specific areas
  • Lead knowledge management and communications within their areas of specialisation
  • Ensure an effective monitoring and evaluation system for within their areas of specialization with a strong learning component
Desired Skills
  • University degree in social sciences, politics, disaster risk management, development studies, environmental management and conservation or other relevant field
  • Minimum 10 years’ relevant experience in community based disaster risk management and resilience programmes in developing countries
  • Deep expertise/specialization in one of the following topics in the context of disaster resilience: community based activities and interventions, governance, early warning, emergency response, finance, infrastructure
  • Clear understanding of tools and methods required for assessing community needs and disaster risk assessments, social mobilization, inclusion, planning, implementation and M&E for large scale interventions
  • Clear understanding of gender and vulnerable population issues related to disaster resilience
  • In-depth understanding of the hazards, vulnerabilities and disaster risks in Pakistan and the specific gender and vulnerable population issues in the country
  • Demonstrated experience undertaking high-risk projects considered environmentally and socially sensitive
